Dr. Light must have been having an off day when he sent a hornet to do a bee's job. Perhaps Dr. Light desired a more aggressive streak to ensure the safety of the gardens?
Hornet Man was created to care for a flower park. His vast knowledge of pollination techniques and ability to communicate with the necessary insects ensured that he would be able to pollinate and care for even the most delicate flowers.
As with his brother Robot Masters however, Dr. Wily had other plans. Now Hornet Man has turned the full might of nature and machinery against the human masters he once served. Mega Man may need to take a walk in the park to stop Hornet Man, but the task will be anything but a walk in the park!

What a beautiful garden! Save for the deadly spikes and auto-shears run amok.

Why does Hornet Man have cannons that fire red bowling balls? You might as well ask why the sky is blue or the sun comes up in the east or why a hornet keeps flowers everywhere?

Ok, it's GO-TIME! How hard can a few pesky wasps be?

Hard! Hard! Very HARD! Run away, run awaaaaay!!!!
With all the pain and anguish Mega Man has to go through to get this weapon, it had better be worth it!
Thankfully, the Hornet Chaser is one of Mega Man's most useful weapons. When activated, it fires hornets from Mega Man's arm cannon. These hornets will seek out the nearest target. If the nearest target happens to be an item that Mega Man can use, then the hornets will bring the item back to their master.
Hmm.... sounds like it might be a useful tool...
